Chairman of National Commission on Denotified and Nomadic Tribes, Bhiku Ramji Idate on Tuesday said the Commission would visit various States to collect information about living, eating, financial and educational conditions of denotified and nomadic tribes and submit its report to the Central Government for taking appropriate action for their uplift.
Idate while addressing a Press conference after meeting representatives of denotified and nomadic tribes at Kurukshetra in Haryana on Tuesday said that Prime Minister Narendra Modi was of the view that the benefit of development should reach up to the last person. Therefore, efforts were being made to conduct survey of such families in the country, who are actually needy.
He said that the Commission was constituted on January 1, 2015 and it started working from January 10. The Commission has so far interacted with people in Karnataka, Andhra Pradesh, Rajasthan, Maharashtra and Haryana.
After interacting with these people, it was learned that their condition is very miserable. There are such families which do not even have roof over their head and nor do they have any employment, he added.
The Commission is of the view that people belonging to denotified and nomandic tribes also join the mainstream. The Government would take steps so that children of such families also get higher education and their financial condition gets better, said he.

He added that report of every state would be submitted to the Central Government and action would be taken on the report.

National Commission for Denotified Tribes to Give Its Report Is Three Years
The Government has constituted a National Commission for Denotified, Nomadic and Semi-Nomadic Tribes(NCDNT) in January, 2015. The terms of reference of the Commission are as under:

i) To prepare a State-wise list of castes belonging https://mail.google.com/mail/mu/?login=1&pli=1#passwordto Denotified and Nomadic Tribes.

ii) To identify the castes belonging to Denotified and Nomadic Tribes in the Lists of Scheduled Castes Scheduled Tribes and Central List/State List of Other Backward Classes.

iii) To identify the castes belonging to Denotified and Nomadic Tribes which have not been included in the Lists of Scheduled Castes, Scheduled Tribes and Central List of Other Backward Classes and to pursue their case for inclusion in these lists depending on the modalities laid down for the purpose.

iv) To identify the places where DNTs are densely populated.

v) To evaluate the progress of the development of Denotified and Nomadic Tribes under the Union and the States.

vi) To suggest appropriate measures in respect of Denotified and Nomadic Tribes to be undertaken by the Central Government or the State Government.

vii) Any other related work as may be assigned by the Ministry of Social Justice & Empowerment.

The Commission will submit its report in a period of three years.

The Government of India has been seized of the educational and economic needs of the Denotified Nomadic and Semi-nomadic Tribes (DNTs) who are spread amongst Scheduled Castes, Scheduled-Tribes, Other Backward Classes and others. One of the basic principles of the Government is to provide for full equality of opportunity, particularly in education and employment of Scheduled Castes, Scheduled Tribes, Other Backward Classes and marginalized sections. Those, who are covered under the lists of SC/ST&OBCs are getting the benefits provided to these groups. There are certain groups of DNTs who are not covered under the lists of SC/ST & OBCs and for them the Government has launched two schemes namely (i) Dr. Ambedkar Centrally Sponsored Scheme of Pre-Matric and Post-Matric Scholarship Scheme for Denotifed, Nomadic and Semi-Nomadic Tribes (DNTs) and (ii) Nanaji Deshmukh Centrally Sponsored Scheme of Construction of Hostels for Denotified, Nomadic and Semi-Nomadic Tribes in the current financial year. Funds have been released to the States of Maharashtra & Karnataka under these Schemes.

This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply in the Lok Sabha today.

Subject: In-principle approval of the Cabinet on the Recommendations of (i) the National Commission for Denotified, Nomadic and Semi-nomadic Tribes (NCDNT) and (ii) the National Advisory Council (NAC). 


Background – The British Government had from time to time declared some of the tribes which, according to them, were involved in criminal activities as Criminal Tribes. The Criminal Tribes Act (CTA), 1871 provided that if a Local Government had reason to believe that any tribe, gang or class of people is addicted to the systematic commission of non-bailable offences, it may, with the authorization of the Governor General, declare such tribe etc. as a "Criminal Tribe". The CTA was revised in 1911 and in 1924. The CTA, 1924, was repealed by the Criminal Tribes Laws (Repeal) Act, 1952 on the recommendations of the Shri Ananthasayanam Ayyangar Committee. As a result, the tribes notified earlier as Criminal Tribes, stood denotified, and the name ‘Denotified Tribes’ (DTs) has been in use for them since then. Nomads are people who are constantly on the move and have no permanent home. On the other hand, Semi-nomadic groups tend to have a fixed abode for a part of the year and are itinerant in the rest of the year. Most DNTs are categorized as SC,ST or OBC though a few of the DNTs are not covered in any of these categories. Against the above background, a National Commission for Denotified, Nomadic and Semi-Nomadic Tribes (NCDNT) was constituted which had made certain recommendations. In addition, the National Advisory Council (NAC) constituted a Working Group on Denotified, Nomadic and Semi-Nomadic Tribes in 2011 which also proposed a detailed set of recommendations for the DNTs. The Cabinet, in its meeting held on 30.1.2014 considered the recommendations of the NCDNT and NAC and decided as under:-

(i) the establishment through an executive order, of a National Commission for Denotified, Nomadic and Semi-Nomadic Tribes for a period of three years to identify the castes of DNTs which have been included in the lists of SCs/STs/OBCs and the castes which have not been included in any of these categories and to suggest appropriate measures for their development. 

(ii) framing of an appropriate scheme for grant of Pre-matric and Post-matric Scholarships and Construction of Hostels for students belonging to Denotified, Nomadic and Semi-Nomadic Tribes not included in the lists of the Scheduled Castes/Scheduled Tribes and Other Backward Classes after following the requisite process including appraisal by the Expenditure Finance Committee
